i totally agree, and i am a recovering late person! i realized semi-recently my lateness is caused by anxiety and stems from the fear that when i leave the house i won’t have everything i need. getting ready feels triggering and clouds my judgement.
but at the end of the day it’s just disrespectful, and like you said can cost friends time, money, and peace! acknowledging the anxiety really helps me start to overcome the bad habit of being late.

as a chronically late girlie I know what it's like to be trying really hard to be on time and still not being able to, time blindness is very real. that said there are exceptions, if something is expensive (especially for someone else) or if the friend I'm seeing cares about punctuality and I know that I literally set the time I have to be there for 30 minutes before I actually need to be there. then either I'm early and I hang out or I'm scrambling but still on time. but trust me I'm as frustrated as you are about it.
